Prisoners
Are Refused

Jerusalem (JTA) — Palestinian
police in the autonomous area of
Jericho in the West Bank refused
to accept 220 Palestinians re-
leased from Israeli prisons.
The prisoners, all of whom
were residents of the territories
still administered by Israel, had
agreed to remain within the bor-
ders of Jericho until the end of
their prison terms, an Israeli re-
quest justified under the terms
of the agreement signed last
month in Cairo for implementing
Palestinian self-rule.
Israel Defence Force sources
denied a claim by Palestinian se-
curity chief Jibril Rajoub that the
prisoners had refused to sign a
declaration that they would re-
frain from taking up arms
against the peace process.
According to IDF sources, the
prisoners had signed the decla-
ration, but Palestinian authori-
ties in Jericho had refused to
accept them, claiming the area
was already overcrowded.
In Gaza, meanwhile, cries of
joy and welcome greeted 389
Palestinians released from Is-
rael's Ketziot prison in the Negev.
Most of those released were
members of the Islamic funda-
mentalist Hamas movement and
the Islamic Jihad, two groups
militantly opposed to the Israeli-
Palestinian peace initiative.
To date, some 4,000 prisoners
have been freed.

Shul Chairman
Moves To Germany

Moscow (JTA) — The chairman
of Moscow's main synagogue is
emigrating to Germany and will
be replaced by a new president
and executive director, according
to the synagogue's spiritual
leader, Rabbi Pinchas Gold-
schmidt.
Vladimir Federovsky, the lay
leader of Moscow's historic Choral
Synagogue, has held that posi-
tion for the past six years.
Mr. Goldschmidt said a com-
mittee of synagogue members
has elected Igor Yaroslaysky to
serve as executive director and
Mendi Kaszirer as president.
In Germany, Mr. Federovsky
will join thousands of other Russ-
ian Jews who emigrated there in
search of greater economic op-
portunities. In the last year alone,
an estimated 15,000 Russian
Jews emigrated to Germany.
Commenting on Mr.
Federovsky's decision to move to
Germany, Rabbi Goldschmidt
said, - In general, I'm much hap-
pier if a Jew leaves for Israel.
However, I can only answer a
question (about where someone
should move) if I'm asked."
