The Kiryas Joel Village School District
may be absorbed by the district from
which it originally seceded.

Kiryas Joel is a public-school
district established by a 1989 law
to provide special education to
Satmar Chasidic children living
in the village of Kiryas Joel.
Because the issue of charter
schools has become a hot topic in
Michigan, where lawmakers
recently gave the green light
to establishing non-religious
schools, some are now looking
to the Court's decision for guide-
lines.
"Had this case been decided the
other way, certain groups would
say it's OK under the
Constitution to have a religious-
ly sponsored charter school," said
Rob Gordon, chairman of the
Jewish Community Council's
church/state/schools committee.
"'Me Jewish community tends
to be opposed to charter schools
because they are afraid of the pos-
sibility of seeing publicly funded
religious schools under the guise
of a charter school," Mr. Kott said.
"The Kiryas Joel case reinforces
the validity of this position. It also
helps provide some guidelines for
what's appropriate in a charter-
school situation."
Not all Jewish organizations
have embraced the Court's deci-
sion. Agudath Israel of America,
a broadly based Orthodox move-
ment headquartered in New
York, issued a statement against
the ruling. "The implications of
this reasoning are staggering,"
said David Zwiebel, Agudath
Israel's general counsel and di-
rector of government affairs. "Not
only are the future educational
rights of the handicapped chil-
dren of Kiryas Joel in jeopardy,
so too are the rights of all religious
communities who look to legisla-
tive bodies for accommodation of
their special needs." ❑
