come down, especially the high-
er rates. And many anomalies
still exist. Stock market specula-
tion remains untaxed while in-
vestment in unquoted companies
(riskier, longer-term and more
productive) is taxed at the full
rate.
- Exports, and the economy
in general, continue to grow.
They have certainly felt the im-
pact of recession, or shaky
growth, in many markets and
corporate margins and profits
have reflected this.
- Peace, or the prospects of it,
have improved Israel's trading
ties. While the peace dividend has
not lived up to everyone's expec-
tations, there have definitely been
benefits.
- Infrastructure development
has accelerated. Israel might
make it into the 1990s by the year
2000.
- Communications companies
are finally finding out what com-
petition is. Foreign competitors
have Bezek looking over its shoul-
der and prices have come down;
the telephone monopoly is corn-
ing to an end. But Bezek workers
are still keeping full privatization
off the agenda.
- Tourism has inevitably suf-
fered from events beyond its con-
trol. But Tourism Minister Uzi
Baram is energetic in pursuit of
new opportunities and the rapid
pace of development and entry of
several major new players should
heat up competition. Everyone
will benefit.
The bad news:
- Inflation is rearing its ugly
head again.
- The stock market remains
alarmingly under-regulated.
Stocks are manipulated and in-
vestors are clearly not informed

of the risks involved in investing
on the TASE. The banks' conflicts
of interest in this area continue
unresolved.
- Housing is in crisis and so
far the government's solution re-
mains in idea-form only. This will
be a key test over the next few
months.

Israel might make
it into the 1990s by
the year 2000.

- The National Health In-
surance law has been passed, but
it should not have taken the gov-
ernment two years to tackle the
crisis in Kupat Holim Clalit.
- Pensions will be another
key test, which again the gov-
ernment has taken too long to
tackle.
- Wage settlements have
been one of the engines powering
inflation. The government has
backed down in every battle so
far. A more resolute, albeit un-
popular, stance may be necessary
if inflation is to be brought under
control.
- Privatization hasn't hap-
pened. True, a few small compa-
nies, even a couple of big ones,
have been sold. But the sale of
the big banks has run into seri-
ous problems and the Shikun Ufi-
tuah flotation had to be pulled at
the last minute.
- The consumer is better off
than he used to be, but lobbies
and monopolies still dominate.
The farmers are given cheap wa-
ter to export and the consumer
winds up with the tab. Tariffs are
coming down, but it's like pulling
teeth.
