Peter Alter, chairman of
Federation's planning and allo-
cations steering committee, de-
fended Federation's priorities
when the Campaign raised
$375,000 less than the previous
year.
"This was the first year under
the full mandate of Federation's
strategic plan with a formal-
needs assessment in the priori-
ty-setting process," Mr. Alter said.
Priorities were given to Jewish
education, needs of the non-in-
stitutionalized frail elderly and
special-needs children, he said.
Funding for Jewish education

- specifically the four day schools
- received the largest single in-
crease in the history of
Federation, Mr. Alter pointed out.
He said the Fresh Air Society
"performed a service for the agen-
cy and the community that freed
up money" to use elsewhere.
Changes in assistance to Soviet
Jewish immigrants should pro-
vide a savings, Mr. Alter said.
Local families sponsoring immi-
grants will be required to put up
$1,000 instead of the previous
$500, and immigrants will no
longer be helped by the commu-
nity after one year.
As a result of these policies and
a consolidation of programs,
Resettlement Service was cut
$8,000 and Jewish Family
Service was increased $22,000.
