Free Export
Zones OK'd

The Knesset has passed legisla-
tion allowing the establishment
of Free Export Processing Zones
in Israel. On its third reading, the
bill passed 18-3.
Officials said the zones, in
which entrepreneurs are given
tax benefits and exemptions from
certain laws and regulations, will
be introduced gradually and in
areas designated national prior-
ity regions.

Palestinian Bank
Gets License

Bank of Israel Supervisor of
Banks Ze'ev Abeles has issued a
license to the Commercial Bank
of Palestine, which will be open-
ing its first branch in Ramallah
this month.
The private bank, with capital
of 10 million Jordanian dinars
($14 million), was established by
several hundred Palestinian in-
vestors, mostly from the territo-
ries, headed by Ramallah
businessman Suhail Jadoun.
The bank plans to open two
branches in the Palestinian self-
rule areas of Gaza and Jericho.

Bugs Out
Of Fungicide

The United States Environmen-
tal Protection Agency (EPA) has
approved the marketing of an Is-
raeli-developed biofungicide —
the world's first to protect crops
from powdery mildew, one of the
most common agricultural dis-
eases.
The product, AQ-10, was de-
veloped by Ecogen Israel Part-
nership (EIP), a company that
will begin production and sales
early next year.
AQ-10 is natural and lacks the
dangers of chemical spraying. It
will enter a market in which more
than $650 million in chemical
fungicides are used worldwide.
EIP, since 1992 a subsidiary of
the U.S. firm Ecogen, will initial-
ly focus on grapes, tomatoes, ap-
ples, strawberries, ornamentals
and other crops.
Both AQ and AQ-10 were iso-
lated in 1986 by Dr. Abraham
Steinberg, a Hebrew University
researcher. Dr. Steinberg later
went to work for FRM Agricul-
tural Sciences Partnership, which
Ecogen acquired two years ago to
form EIP.
EIP will ship the product, in
wettable-powder form, from Is-
rael to the U.S. for distribution by
Ecogen's sales group. The com-
pany expects to initially sell the
product in California for spraying
on table and wine grapes and
raisins.
