Groups Hail
Embargo Vote

Washington (JTA) — Jewish
groups are hailing a resolution
adopted by the House of Repre-
sentatives urging President Clin-
ton to lift the arms embargo
against war-ravaged Bosnia-
. Herzegovina.
Despite strong White House
pressure to defeat the resolution,
which was introduced by Rep.
Frank McCloskey, D-Ind., the
measure passed by a vote of 224-
178.
A Democratic leadership
deeply divided on the issue only
mustered 117 members, who
joined 127 Republicans in calling
for the United States to act inde-
pendently of its allies in lifting
the embargo.
The measure authorizes Mr.
Clinton to send up to $200 mil-
lion in military equipment and
supplies to the region.
Later in the day, the House
voted 242-181 to reject a measure
urging Mr. Clinton to seek Unit-
ed Nations approval before lift-
ing the embargo.
American Jewish Congress
President David Kahn praised
the initial House vote, calling it
"a clear signal, at last, that we'll
no longer tolerate the blatant ag-
gression against the Bosnian
Muslims."
B'nai B'rith President Kent
Schiner also praised the House
decision.
The House vote by no means
translates into a lifting of the em-
bargo. The Senate will now take
up the measure, only one month
after approving both an amend-
ment to lift the arms embargo
unilaterally and a measure to
wait for U.S. allies to act. The con-
flicting stances both passed by
one vote.
If the Senate approves a bill to
lift the arms embargo, Mr.Clin-
ton could still veto the measure.

Birobidjan
Out of Funds

New York (JTA) — Although
coal deposits lie within easy
reach, the Jewish
Autonomous Region of
Birobidjan has no money to
develop them, according to
Tass, the Russian news
agency.
There are an estimated 30
tons of coal, which have al-
ready been prospected, in
the area of Ushumunsk —
enough to satisfy the re-
gion's needs for 30 years,
Tass reported.
"By the end of year 1995
we could begin delivering
cheap local coal for the
Birobidjan thermal power
station, district boiler rooms
and the population of the

Jewish Autonomous Re-
gion," according to Pyotr
Rozentul, director of a
trading firm called In-
itiative.
However, Tass said, the
regional administration is
out of funds to exploit the
coal. "The possibilities of the
regional budget have been
exhausted."
Money to develop the coal
deposits had been expected
from local commercial
banks.
"But neither the Jewish
Investment Bank nor the
Kreditprombank and the
Bank for Regional Develop-
ment could allocate, on a
share basis, 8 billion to 10
billion rubles for the devel-
opment of the Ushumunsk
coal deposit, as it will yield
profits only in three to four
years.
"Bankers prefer to invest
money in programs which
guarantee quick profits,"
Tass said.

the Soviets on March 28,

Tel Aviv (JTA) — The Israeli-de-
signed Arrow missile defense sys-
tem passed its latest
test-launching, opening the way
for construction of an operational
version.
After a number of previously
unsuccessful launches, the test-
firing from a launch pad on an Is-
raeli naval vessel was described
by military officials as a "complete
success."
More than $500 million has so
far been invested in the project,
with most of the funds coming
from the U.S. government.
American observers who were
in the control room along with of-
ficials of Israel Aircraft Indus-
tries, the missile's main
contractor, said they were high-
ly satisfied with the test.
TAI will now begin production
of a fully operational version of
the Arrow missile defense sys-
tem.
