"There is no doubt that Yassir Arafat deserves death according to Jewish and international law," Rabbi Goren said. To support his ruling, Rabbi Goren cited remarks Mr. Arafat made during a recent speech at a Johannesburg mosque calling for a jihad, or holy war, to regain Jerusalem. Rabbi Goren's ruling was con- tained in an open letter signed by the Committee of Rabbis of Judea and Samaria. According to Rabbi Goren, in- ternational law finds no differ- ence between a man who murders with his own hands and one who heads a terrorist orga- nization that kills people. Rabbi Goren also addressed the question of whether Mr. Arafat must first be put on trial or whether his life may be tak- en by anyone who has the op- portunity to do so. For Rabbi Goren, the answer is clearly indicated in Jewish sources. He described Arafat as a "rodef' — one who pursues or persecutes — because of his call for a jihad to wrest Jerusalem from Israeli control. According to this reasoning, Rabbi Goren called Mr. Arafat an outlaw and added that every Jew is "commanded to kill him" with- out the need for a trial. Commenting on Mr. Arafat's upcoming visit to the autonomous Jericho district, at which time he also plans to come to Jerusalem, Rabbi Goren wrote: "Every means possible must be used to prevent the master murderer from stepping upon the soil of the sacred Land of Israel. He must be prevented from sullying Jerusalem and the Temple Mount."
