al union was founded 74 years
ago, lost badly to the upstart Ra-
mon list in the May 10 election.
The workers' vote was against en-
trenched bureaucracy, which the

Strikes have gotten longer and
more damaging. The start of the
current university semester was
delayed by 2-112 months as pro-
fessors stayed off the job, de-
manding huge pay increases from
the Finance Ministry, which in
the end they got. Now social
workers, among the lowest-paid
public employees, are in the sec-
ond month of their strike, as the
government seems determined
to show that its generosity to the
professors was a one-time thing.
Meanwhile, the poorest and
neediest Israelis — those serviced
by social workers — are left to
fend for themselves.
Poverty hasn't abated. The gap
between the rich and poor in Is-
rael remains the second widest
in the developed world, right af-
ter the U.S. Unemployment has
dipped slightly, but is still run-
ning about 10 percent. The in-
dustrial heart of the country, in
the center around Tel Aviv, may
be healthy and growing, but in
the poor hinterlands, the econo-
my is "stagnant," said one gov-
ernment official. ❑

bin's key campaign planks in
1992 — that Likud housing poli-
cies had made it nearly impos-
sible for young families to buy
apartments in the center of the
country, where most of the work
is to be found. A Labor govern-
ment would change that, he

But with the price of housing
continuing to rise at double the
inflation rate, and with few apart-
ments in central Israel costing
less than $150,000, the situation
is as bad, or even worse.
Families who don't own apart-
ments are worrying if they ever
will. The prohibitive cost of hous-
ing is now seen as the Rabin ad-
ministration's number one
domestic failure.
