that the PLO's long-term purpose
is to set up an independent Pales-
tinian entity in the territories of
Judea and Samaria [the West
Bank]."
Another indication of the sense
of urgency in Jerusalem came
from Austrian officials in Vienna
who revealed that senior Israeli
parliamentarians and PLO offi-
cials had started informal talks.
A two-day private meeting in
Vienna late last week was led by
Israeli Labor Party Knesset fac-
tion chairman Uzi Dayan and
Ahmed Tibi, an Israeli-Arab
physician who has enjoyed a long
and close association with the
PLO and has frequently served
as a conduit between Israel and
Yassir Arafat.
The meetings are understood
to have covered such contentious
issues as the future of Jerusalem,
the settlements, refugees, borders
and confederation — subjects con-
sidered too hot to handle and,
therefore, left in abeyance until
the final-status talks, scheduled
to begin three years after the start
of the five-year period of self-gov-
ernment.
The sense of urgency was also
reflected in the return to the Mid-
dle East this week by Secretary
of State Warren Christopher, in-
cheating that Washington under-
stands the need for speed and is
reasonably confident of achieving
progress on the Israeli-Syrian ne-
gotiating track. (Mr. Christopher
also conferred with Palestinian
officials in Jericho — thereby giv-
ing a boost to the notion that the
self-rule authority is a nascent

state.
