man Benyarnin Netanyahu
characterized the Gaza-
Jericho Agreement in the Knes-
set last week.
Oddly enough, many Pales-
tinians agree with that sobriquet,
except that they charge Yassir
Arafat with submitting to sur-
render and believe that, far from
moving them closer to statehood,
he forfeited in Cairo many of the
gains scored in Oslo and gave the
Israel what it's been seeking for

any fears that Israel was "soft"
on the Palestinians in the Cairo
accord:
• Mr. Rabin was interested
above all in obtaining conditions
of maximum security for Israel
and Israelis, and he got that —
in some ways rather subtly. For
instance, the agreement is full of
instances that "shall be agreed
upon by both sides," which effec-
tively gives Israel a veto over
Palestinian decisions.

Which side's opposition has it
right?
A close reading of the Gaza-
Jericho agreement leaves little
doubt that Yitzhak Rabin's ne-
gotiators delivered the goods for
Israel,while the Palestinians
have reason for their disappoint-
ment and anger with Mr. Arafat.
In the contest between the
Palestinian thirst for symbols and
the Israeli concern with sub-
stance, the Palestinians got their
flag, their stamps, their passports
and the like (which enrages the
Israeli opposition). But the Is-
raelis clearly came out ahead on
the nitty-gritty and got about as
much as they could without sub-
mitting the Palestinians to the
kind of ignominy that would have
turned the pact into a second Ver-
sailles.
Some salient points to dispel

of the Palestinian police force.
The employment of any police-
man involved in terrorist activi-
ties (not defined, and till now
broadly interpreted by Israel) will
be promptly terminated. And the
9,000 Israeli-approved policemen
will be armed with a total of 7,000
light weapons, 120 machine guns,
and 45 wheeled armored vehicles,
which hardly adds up to what
Mr. Netanyahu called an "army
of terrorists."
• Gaza is generally divided be-
tween areas under exclusive Is-
raeli control (the settlements and
special areas containing military
installations) and those under ex-
clusive Palestinian control (the
remainder). Even so, there are
various gray areas in Palestinian
territory — especially roads used
by Israeli settlers — on which
compromises have been reached
in Israel's favor.
