"Management skills in Israel
are still pretty low and lack glob-
al perspective, although there
has been considerable improve-
ment recently," he says.
"On the other hand, there is a
much shorter research and de-
velopment span in Israel be-
tween the conception of a
commodity and its production.
In the Israeli mind, you see an
idea and then you implement it
Some 25 students from the
College of Management, an in-
dependent Tel Aviv institution;
are expected in the fall.
Under the terms of the ex-
change program, these students
will study one semester in Israel
and the second at California
State University, Dominguez
Hills (CSUDH), receiving their
masters in business administra-
tion from CSUDH.
Mr. Neumann hopes to
arrange for internships for some
students at large corporations
represented on his Dean's Advi-
sory Council.
It is somewhat unusual to find
the initiative for such an ambi-
tious international project orig-
inating at CSUDH, a good
institution with an ethnically di-
verse student body and a large
Jewish faculty, but lacking the
prestige of such prominent local
research universities as the Uni-
versity of California, Los Ange-
les (UCLA), University of
Southern California (USC) and
the California Institute of Tech-
nology (Caltech).
Mr. Neumann, a 47-year-old
Rehovot native, studied at Tel
Aviv University and Cornell and
has taught at both.

"In the Israeli mind,
you see an idea
and then you
implement it."

Prof. Yoram Neumann

He was appointed to his pre-
sent post in 1990 after spending
the preceding decade as research
professor at Boston University
and as dean of the School of Hu-
manities and Social Sciences at
Ben-Gurion University.
A prolific writer, he is the au-
thor of four books (the most re-
cent titled What It Takes to
Become an Entrepreneur) and 81
scholarly articles. Besides the Is-
rael project, he is launching sim-
ilar initiatives with Singapore
and Mexico.
Mr. Neumann does not expect
instant results from the U.S.-Is-
rael institute, but, he says, "in
six to seven years, you'll see the
impact." ❑
