Rabin's recent, high-pro-
file warning that Israel
would not tolerate
Hamas's activities in Amman,
one might almost imagine that
the mass murders in Afula and
Hadera were orchestrated in
the Jordanian capital, and that
King Hussein had looked the
other way.
Pressure from Washington
on the king to clamp down on
Hamas's operations added to
the impression that Jordan was
some sort of nerve center for the
terrorist organization's attacks
on Israel.
Not so. Hamas has no train-
ing camps or military bases in
Jordan. The Hamas office in
Amman does not decide when
or where to attack Israelis. It
does not smuggle weapons to
the terrorists. It may funnel a
some money to Hamas in the
West Bank and Gaza, but its
overriding function is to gener-
ate propaganda and sound off
in the world media — such as
when it told CNN that Israel
could expect three more attacks
after the one in Hadera — ac-
cording to Professor Ariel Mer-
ari, an expert on terrorism at
Tel Aviv University.
As soon as Independence Day
festivities were over and Israelis
were thrown back into their
anxious, fed up mood, waiting
for some reaction by the gov-
ernment to the Hadera bomb-
ing, Mr. Rabin and Foreign
Minister Shimon Peres went on
television to say they found it
"intolerable" that Hamas should
act openly in Jordan.
"The Jordanians are not tak-
ing any steps to prevent
Hamas's freedom of action and
the export of its murderous op-
erations," Mr. Rabin said.
Again, not so. "Jordan does
not allow terrorist operations
from its territory. It has a very
effective policy against it," said
Dr. Asher Susser, head of the
Dayan Center for Middle East-
em and African Studies, and an
authority on Jordan. King Hus-
sein emphasized the same point
in a news conference of his own,
in which he called Mr. Rabin's
accusation "illogical."
It's likely, Mr. Merari said,
that some money flows from
Hamas's Amman office to the
terrorists in the West Bank and
Gaza. But, he added, whatever
sums get through do not ap-
proach the amounts Hamas re-
ceives from supporters in the
United States — its chief fi-
nancial source — and in Great
Britain, Saudi Arabia and Iran.
Decision-making authority
rests with the Hamas leader-
ship in the territories. Hamas'
weapons are obtained in the
West Bank, Gaza and Israel—
either taken from Israeli sol-
diers and civilians whom
King Hussein:
Policy is effective.
Hamas kills, or bought in Israel
and the territories on the black
market, Mr. Merari continued.
"It's not as if there's some evil

planning all these actions, and
if you catch him then every-
thing is going to be quiet in Is-
rael," he said. "If you are look-
ing for the leadership of Hamas,
it is in the territories."
King Hussein's relationship
with Hamas amounts to "an un-
comfortable modus vivendi,"
said Mr. Susser. Hamas, he ex-
plained, is an "extension" of the
Muslim Brotherhood, which
has a large presence in the Jor-
danian parliament and consid-
erable influence on the Jordan-
ian public.
King Hussein allows Hamas
to operate its office in Amman
partly so as not to agitate the
Brotherhood, but mainly to use
Hamas as a counterweight to
the PLO. In his so far success-
ful effort to keep either Hamas
or the PLO from gaining too
much influence in Jordan and
threatening his rule, King Has-
