nursing home, but also from pri-
vate residences to nursing
homes, and from floor to floor
within the same institution.
"Nursing homes should do as
much as they possibly can for
their residents, particularly in
a time of crisis or trauma, such
as a relocation," Professor

Detroit College of Law Profes-
sor Arthur Lombard needed a
black robe to wear when he was
sworn in as a Wayne County
Circuit Court judge.
So he borrowed one from the
moot courtroom at DCL.
Appointed by Gov. John En-
gler, Mr. Lombard, of Grosse
Pointe Farms, will fill a vacan-
cy created by Judge James E.
Meis, who retired in February.
Mr. Lombard will serve out the
term which expires at the end
of 1994.
Just days after the governor
made the appointment, Mr.
Lombard was sworn in. The cer-
emony had to take place before
April 4, so that Mr. Lombard
could meet a filing deadline to
run for the position as an in-
cumbent.
Meanwhile, Chief Federal
Defender Paul D. Borman, of
West Bloomfield, is one step
closer to filling an open U.S.
District Court judgeship.
Two weeks ago, the White
House called to inform him that
he was formally nominated by
President Bill Clinton. The Sen-
ate has to confirm his appoint-
ment before it can take effect.
The confirmation hearings are
expected within the next few
months.
Mr. Borman worked as a fed-
eral prosecutor in the U.S. At-
torney's Office before moving
into his role as chief federal de-
fender.
He is a past president of the
Jewish Community Council
and has been involved in Jew-
ish Federation activities.
Mr. Lombard served as dean
and chief administrative officer
of DCL from 1987 to 1993. He
was a professor of law at Wayne
State University Law School
and an associate dean. Prior to
that he taught at Harvard Law
School. Mr. Lombard chaired
has the Michigan Civil Rights
Commission since 1992. ❑
