Hamas Warns
Of Bus Travel

Jerusalem (JTA) — The
Islamic fundamentalist
Hamas movement last week
urged Israeli Arabs to take
the safety precaution of not
traveling on Israeli buses.
Hamas, which is bitterly
opposed to the ongoing
Israeli- Palestine Liberation
Organization peace in-
itiatives, has already claim-
ed responsibility for the
suicide bombings of buses in
the Israeli towns of Afula
and Hadera.
The attacks occurred on
April 7 and 13, respectively,
and together claimed the
lives of 12 Israelis and
wounded at least 70 others.

for the Feb. 25 Hebron
massacre, when an Israeli
settler killed at least 29 Pa-
lestinians praying at the
town's Tomb of the Patriar-
chs.
A spokesman for the
Council of Arab Municipali-
ty Heads has denounced the
Hamas call to Israeli Arabs
not to use the country's
buses.
The Israeli Arab spokes-
man said the council mem-
bers viewed the Hamas ap-
peal as an attempt to drive a
wadge ..batmwen , Jews •and

Arabs in Israel, a move that
Israeli Arabs rejected with
indignation.
The Israeli government
has meanwhile decided that
the closure of the territories
— which was announced
after the Afula attack — will
continue until further
notice.
But government officials
have stated that 20,000
permits to enter and work in
Israel will, nonetheless, be
allocated to Palestinians in
the territories.
About 16,000 of the per-
mits will be issued on
"humanitarian grounds" to
merchants, medical per-
sonnel, lawyers and jour-
nalists. The remaining per-
mits will be issued to
agricultural workers who
are more than 35 years old.
In an effort to alleviate
some of the economic hard-
ships caused by the closure,
the Cabinet allocated ap-
proximately $10 million for
public works programs and
humanitarian aid in the
Gaza Strip.
The PLO has meanwhile
denied a report that there
was an agreement between
its mainstream Fatah arm
and the Hamas organization
to cooperate after implemen-
tation of the self-rule accord
in Gaza and the West Bank
town of Jericho goes into
effect.
Previous reports that such
an agreement had been
reached were greeted in
Israel with puzzlement and
dismay.
On the basis of the earlier
reports, the Israeli govern-
ment warned the PLO
against entering into any
cooperative agreement that
would enable Hamas to con-
tinue its terror attacks
