The business "incubator" at
Tefen is designed to teach aspir-
ing entrepreneurs how to get
started in buisness with little in-
vestment in plant, equipment or
personnel, Mr. Wertheimer ex-
plained. They are allowed to
make use of the park and its ser-
vices for up to four years.
The most important aspect,
Mr. Wertheimer said, is for the
fledgling business to find its first
export order. Only then can it
shift its focus to production. This
approach appears to be working:
To date, 45 companies have been
launched at Tefen with only two
failures.
Mr. Wertheimer's own man-
ufacturing company, a producer
of industrial cutting and milling
tools, is his best example of Israeli
export potential. Ninety-seven
percent of the company's output
goes to North America, Europe
and Japan. The remaining out-
put is sufficient to meet 80 per-
cent of Israel's needs for such
products.
The mayors spent a half-day
at Tefen with Mr. Wertheimer,
who has offered his expertise to
:help develop similar business "in-
, cubators" in their cities.

has asked the U.S. Depart-
ment of Justice to per-
manently bar Franz
Schonhuber, leader of Ger-
many's far-right Republican
Party, from entering this
country by putting his name
on the U.S. "watch list."
Mr. Schonhuber, a former
member of Hitler's elite
Waffen SS, claimed that he
had been invited to speak
next month before New
York's prestigious Council
on Foreign Relations. A
senior official of the council
denied that any such invita-
tion had been extended, ac-
cording to Rabbi Abraham
Cooper, associate dean of the
