"It is only appropriate and right that when we come to- gether for the annual confer- ence of AIPAC, with members from 50 states, that we debate intensely all aspects of impor- tant positions. That is no re- flection on our sense that the democratically elected govern- ment of Israel deserves to be supported." In his long-awaited speech to the pro-Israel group, Prime Minister Yitzhak Rabin did not make any dramatic new an- nouncements about the peace process or the controversy over the U.N. resolution on the He- bron massacre. What he did offer was an emotional description of his own lifelong connection to Jerusalem. "Notwithstanding any Unit- ed Nations resolution," he said., "I can assure you Jerusalem will remain united under Israeli sovereignty." Mr. Rabin, speaking only an hour before his critical meeting with Secretary of State Warren Christopher, called the mas- sacre of Moslem worshipers in Hebron a "shame to the Jewish people and to Zionism," and spoke in uncompromising terms about the extremists who he said, are determined to destroy the peace process. "We will not allow anyone in the state of Israel, or in the ter- ritories, no matter who he may be or what position he holds, to determine or change the policy of the government — any gov- ernment — through blackmail of the trigger or false messian- ic claims." Mr. Rabin received strong ap- plause when he referred to last week's banning of Kahane Chai and Kach in Israel. The prime minister also re- peated his determination not to compromise on issues funda- mental to Israel's security. "No bullet, no knife, no Molotov cocktail, no stone, will under- mine our commitment to peace and security," he said. He also produced an enthu- siastic response when he af- firmed his desire to protect "the security of the state of Israel and its citizens, including the Jewish residents in Judea, Samaria and the Gaza Strip." But above all, his speech was an emotional plea for support for the endangered peace process. "Do not be mistaken," he said. "We will continue making peace with the Palestinians on the basis of the Declaration of Principles which was signed in Washington and the Cairo Agreement.
