firmed that Israeli soldiers
had indeed been ordered not
to shoot at Jews.
Brig. Gen. Ya'alon added,
however, that he would have
expected that a soldier see-
ing an obvious crime being
committed by an Israeli
would still shoot at the
perpetrator.
Jews had been permitted
to take their guns into the
Tomb of the Patriarchs,
Brig. Gen. Ya'alon said, be-
cause there were fears for
their security.
Even after the Hebron
massacre, he said, he would
hesitate to change those
orders.
The commission also heard
testimony from settlers
praying at the Tomb of
Patriarchs at the time that
Dr. Baruch Goldstein opened
fire on a crowd of Muslim
worshipers praying in an-
other location at the site.
None of the settlers who
testified believed that Mr.
Goldstein had had an ac-
complice.
Last week, two Israeli
soldiers who were on guard
duty when Mr. Goldstein
opened fire at the mosque
gave testimony that sup-
ported Palestinian accounts
that more than one man had
been involved in the
massacre.



Government
Warns Travelers

Washington (JTA) — The
U.S. government is warning
Americans not to enter east
Jerusalem, the West Bank
or the Gaza Strip, as
violence continues to plague
those areas.
In an advisory issued Mar-
ch 7, the State Department
urged all American citizens
to avoid travel to the troubl-
ed areas.
Immediately following the
incident, the State Depart-
ment, through its Bureau of
Consular Affairs, alerted
travelers to the danger of
violent confrontations in the
territories and various loca-
tions in Israel.
The warning extended to
areas within Israel at that
time because of violent pro-
test demonstrations in Jaffa,
Nazareth, various parts of
the Negev and other areas
inside the Green Line. -
A State Department
spokesperson said she
believed there had not been
such an advisory against
travel to Israel and the ter-
ritories since the Persian
Gulf War in 1991. ❑
