Sign An Agreement
Washington (JTA) — During
Ukrainian President Leonid
Kravchtik's visit here, the
United States and Ukraine
signed an, agreement that
would protect historic Jew-
ish cemeteries and syn-
agogues in the former Soviet
Republic.
The agreement was a
follow-up to a series of such
promises that Mr. Kravchuk
made to Jewish groups since

Ukraine became an in-
dependent state.
Secretary of State Warren
Christopher and Ukrainian
Foreign Minister Anatoliy
Zlenko signed the accord,
which also seeks to preserve
other historic sites in
Ukraine.
Rabbi Arthur Schneier of
New York, who is chairman
of the U.S. Commission for
the Preservation of
America's Heritage Abroad,
hailed the agreenlent, on
which he had worked for
nearly two yearg. with
Ukrainian officials.
Rabbi Schneier, who is
also founder of the Appeal of
Conscience Foundation, an
ecumenical group promoting
religious freedoms, was host
to Kravchuk in his
Manhattan synagogue when
the Ukrainian leader made
his original promise to
American Jewish leaders
that Jewish life would be
protected.and encouraged in
Ukraine.
Ukraine was historically a.
center of Jewish religion and
culture, but there were also
terrible relations between
many Ukrainians and Jews
and numbers of Ukrainians
collaborated with the Nazis
in killing Jews during the
Holocaust.
Last week, Rabbi Schneier
issued a statement saying
the agreement has par-
ticular importance to the
Jewish communities of the
United States and Ukraine,
"for it helps to preserve Jew-
ish cemeteries and syn-
agogues that have been_
ravaged during the Nazi
Holocaust and were ne-
glected during the Commu-
nist era."
The agreement called on
each side to "take ap-
propriate steps to protect
and .preserve the cultural
heritage of all national, re-
ligious or ethnic groups"
who "reside or resided in its
territory and were such vic-
tims of the Second World
War."
The two countries also
agreed to cooperate on draw-
ing up lists of historic places
including houses of worship,
monuments and cemeteries.
The commission headed by
Rabbi Schneier was named
as the U.S. executor of the
accord.
Mr. Kravchuk, mean-
while, has announced that
he will not seek another
term as leader of Ukraine,
saying he feels incapable of
righting the vast financial
woes currently ravaging
Ukraine. ❑
Faulty Engine
Caused Crash
Tel Aviv (JTA) — An inquiry
by the Netherlands Aviation
Safety Board into the crash
of an El Al 747 cargo plane
has found that faulty engine
mountings were responsible.
The crash into an Amster-
darn apartment complex,
which occurred shortly after
takeoff in October 1992,
killed 47 people when the
buildings were engulfed in
flames.
The findings were present-
ea' to the Dutch civil aviation
authorities Feb. 24. The
results of an inquiry by an
Israeli:inspection board were
reported to be virtually iden-
tical with those of the Dutch
board.
Neither El Al nor Boeing,
the builder of the jumbo
cargo jet, has admitted lia-
bility for the crash. ❑
