week's debate. Their pleas were
rejected by the bill's backers,
who wanted a clean bill that
could pass without a major leg-
islative brawl.
Rep. Ben Cardin, D-Md. took
a more positive view of the de-
bate.
"I was very encouraged in lis-
tening to the quality of the de-
bate," he said. "More important
than the actual resolution was
the fact that so many members
spoke out so eloquently against
racism, anti-semitism and big-
otry."
Mr. Cardin also introduced a
statement into the record con-
demning the Hagerstown, Md.,
Moose lodge that was embroiled
in controversy because of its re-
fusal to admit a black applicant.
"I believe each individual
member needs to speak out
whenever there are instances
of racism, anti-Semitism and
bigotry," he said. D
