ast week's 361-34 passage
of a House resolution con-
demning the racist and
anti-Semitic speech of Na-
tion of Islam official Khalid Ab-
dul Muhammad did not
produce the all-out confronta-
tion between black and Jewish
members that many had feared..
But beneath the reasonable
rhetoric were powerful stirrings
that suggest that black-Jewish
relations on Capitol Hill may
never be quite the same.
The measure passed after a
debate in which some liberal
and black members argued that
a formal resolution condemn-
ing the black Muslim leader
would represent congression-
al interference in free speech.
Rep. Kweisi Mfume, D-Md.,
chair of the Congressional
Black Caucus and the man
who announced a "covenant"
between the Rev. Farrakhan
and the group, agreed that
Mr. Muhammad's November
speech was "racist, sexist,
anti-Semitic, anti-Catholic
and homophobic."
But he also insisted that
it would be wrong for legisla-
tors to single out the black na-
tionalist, while ignoring equally
offensive comments from white
leaders, including the racist
jokes attributed to Sen. Ernest
F. Hollings, D-SC.
But Mr. Mfume, in arguing
that the resolution could estab-
lish a dangerous constitutional
precedent, also drew a kind of
backhanded parallel between
Mr. Muhammad and slain civ-
il rights leader Martin Luther
King Jr.
"It is doubtful that I would be
here today in this Congress if
many people in this country
who were offended in the 1960s
by the remarks of Martin
Luther King had been able to
silence him and his words," he
told his colleagues during the
debate.
Mr. Mfume's effort to broad-
en the resolution ran afoul of
House rules forbidding the spe-
cific condemnation of any fellow
House or Senate member; in
the end, the Baltimore legisla-
tor simply voted "present."
Rep. Tom Lantos, D-Calif.,
the resolution's author and the
only Holocaust survivor in Con-

gress, rejected those arguments.
"The Holocaust did not begin
with gas chambers, it began
with speech no more repulsive
and belligerent than the speech
of this man (Muhammad)," he
said in an interview. "One can

remain silent — and we have
seen in the !30s what silence
leads to — or one can stand up
and condemn this kind of out-
rage."
Rep. Lantos singled out sev-
eral members of the Black Cau-
cus for praise — including Rep.
John Lewis, D-Ga. and Rep.
Charles Rangel, D-N.Y., and
pointed out that almost every
black member rose to publicly
criticize Mr. Muhammad's
speech.
But he agreed that the de-
bate has revealed "some diver-
gences of views" between black
and Jewish members.
Other Capitol Hill sources
suggested that those diver-
gences were shown to be deep-
er and more emotional than
many Jewish members had re-
alized.
"Some black members were
very responsive to our con-
cerns," said an aide to one Jew-
ish legislator. "Yet there was an
