Univer- sity of Michigan Associate Philosophy Professor David Velleman and U.S. Rep. Sander Levin, D- Southfield, believe it is useless to discuss these ba- sic human needs in terms of rights. But one thing is clear, says Professor Velleman: "Just as a well-educated pop- ulace is a public good from which we all benefit, so, too, is a healthy populace." Go easy on your heart and start cutting back on foods that are high in saturated fat and cholesterol. The change'll do you good. V American Heart Association WE'RE FIGHTING FOR YOUR LIFE Rep. Levin believes univer- sal coverage is a "humane and cost-effective approach," aimed at protecting the suggested 37 million uninsured Ameri- cans. Rep. Levin also believes universal coverage will miti- gate cost-shifting, whereby insurance companies pass on expenses incurred by uninsur- ed patients to employers who pay for their workers' benefits. Marianne Udow, senior vice president for planning and de- velopment services at Blue Cross-Blue Shield, observes that society's views on health care have, indeed, evolved over the decades. "Originally, health insurance was designed as any other com- modity," she says. "Over time, we began to view it like educa- tion." The trend is no consolation to Dr. Ehrmann. To him, health-care-as-a-right boils down to "rights on the govern- ment's terms. It's another way for bureaucrats to control our daily lives. We're talking about democracy versus socialism, and it's not going to stop with the issue of health care." 0
