Anti-Semitism
Investigated

Washington (JTA) — The
U.S. Army is investigating
charges that Jewish faculty
members at an Army in-
stitute in Germany were
confronted with anti-
Semitism and religious dis-
crimination.
The Anti-Defamation
League had requested such
an inquiry in a letter last
month to Secretary of the
Army Togo West Jr.
The case involves Lev and
Irene Yudovich, faculty
members at the U.S. Army
Russian Institute in Gar-
misch, Germany, who were
suddenly dismissed in 1991
for "incompetence" after 13
years on the job.
The Yudoviches, American
citizens who emigrated from
Russia, claim their dismissal
came as a result of wide-
spread discrimination at the
institute against Jews and
Russians.
A federal judge has al-
ready ruled in the
Yudoviches' favor. In a suit
brought by the couple in
U.S. District Court in
Virginia, Judge James
Cacheris found the Army
guilty of discrimination
against them.
In his December, 1993 opi-
nion, Judge Cacheris found
that the institute "was
permeated with an anti-
Semitic and anti-Russian
atmosphere.
"It is rare that the Court
has a smoking gun to il-
lustrate discrimination. In
this case," the judge wrote,
he found a "smoking platoon
of weaponry illustrating the
anti-Semitic and anti-
Russian atmosphere."
The Army, which no
longer owns the institute,
said it was investigating the
charges.
The Yudoviches' com-
plaint specifically charged
two officers at the institute
— its former director, retired
Col. Richard Kosevich and
then-Major John Carlson —
with discriminatory prac-
tices that included verbal
threats and innuendos.
According to Kenneth
Jacobson, ADL director of
international affairs, the
ADL is particularly con-
cerned that Mr. Kosevich
and Mr. Carlson have
received Army merit and
service awards since the in-
vestigation began.
"These awards and recog-
nition undermine the Ar-
my's commitment to enforc-
ing and maintaining a
workplace free of anti-Semi-
tisni," he said. El
