American builders have said.
They overlook the fact that
American standards are low,
far less, for example, than
those of Canada and Ger-
many. They also fail to take
into consideration the special
requirements in Israel which
involve the ability of
buildings to withstand not
only earthquakes but also
military action. Many of the
buildings badly damaged in
the Scud attacks earlier in
1991 did not even sustain
direct hits, but buckled under
the concussion. They were
built a long time ago. Today's
building code would not per-
mit such construction now.
Requirements must also
take note of the reality that
the quality of workmanship
here is poor, and until a new
generation of skilled
workmen can be trained, the
standards must be kept high.
Technion's Building Research
Institute is now getting in-
volved in that too, we were in-

formed by Professor A. Ben-
tur, head of the Institute.
In the first burst of housing
construction in the early
stages of the present mass im-
migration about 9,000 units
were rushed to completion
without adequate controls.
That has been stopped, and
both materials and methods
are being carefully checked.
Nothing is overlooked. The
42-page document of basic in-
structions covers everything
from the ability of walls to
take nails for pictures, to
treatment of exposed wooden
parts against humidity, fungi
and termites, to close super-
vision of exterior walls and all
plumbing installation.
Israel does not have all the
answers, and invites builders
from abroad who have new
technologies to help solve its
housing problems, but they
should not think that because
they have been successful
elsewhere, they can pull the
wool over the eyes of Dr.
Rachel Becker in Haifa. ❑

Dark Grapes
Medically Sound

n Israeli scientist has
found that dark
grapes, consumed
even in modest quan-
tities, can reduce the in-
cidence of heart disease,
cancers and other deadly
diseases. Professor Joseph
Kanner, head of the
Chemistry and Biochemistry
Unit at Israel's Agricultural
Research Organization at the
Volcani Center near Tel Aviv,
made the discovery while
leading a team of scientists in
the United States when he
was on sabbatical at the
Davis Institute in California.
Professor Kanner recounts
that during his stay in
America last year he was wat-
ching a popular television
news program about the
"French paradox" — the fact
that the French have a very
unhealthy diet with lots of
fatty meats and dairy pro-
ducts, while enjoying a
relatively low rate of heart
disease.
"The program's conclusion
was absurd," he recalls. "They
decided that the alcohol in
the large amounts of wine
that the French drink was
healthy for the heart. But this
was obviously untrue. The
Germans and many other
Europeans drink large quan-
tities of alcohol, too, but their

levels of heart disease are
much higher than the
French."
Professor Kanner observed
that whereas the French
favorite drink is red wine, the
Germans predominantly im-
bibe beer and white wine. He
noted that Italians and
Spaniards also drink signifi-
cant amounts of red wine and
have relatively low levels of
heart disease, although they
have much healthier diets.
He thus initiated an exten-
sive analysis of the strains of
dark grapes that go into
popular French wines.
