outright, and the sponsors
disappeared, their dreams of

Israel's expense nipped at the
outset. About 130 are en-
gaged in making changes in
their specifications to con-
form to local requirements,
and about 40-50 have already
received the precious seal.
Then they enter commercial
arrangements.

delegation from abroad mar-
ched into her office, opened a
suitcase and spread out their
plans for a novel method of
building — cheap. Even a cur-
sory survey showed Dr.
Becker many flaws, and the
proposal was rejected on the
spot. The delegation did not

with different plans, much
more serious and worthy of
consideration.
She placed before us a sam-
ple of a building block, sub-
mitted by another company. It
was an impressive, thick
block, a sandwich of pressed
board and polystyrene foam
filling. Quick construction,
excellent thermal protection
and not expensive. It looked
like just what Israel needs,
until Dr. Becker pointed out
that the panel is highly com-
bustible and a fire hazard.
Construction projects which
conform to Israel's existing
code of standards need not
undergo this watchdog test,
but all new ideas, whether of
materials or design or method
of construction, must first
pass the scrutiny of the Tech-
nion's experts. The supervi-
sion does not include mobile
homes, known here as
caravans, or structures which
are admittedly for temporary
use only. Life expectancy of
the building should be at
least fifty years.
