Cabinet Decision
Hits El Al Airlines

Tel Aviv (JTA) — A decision
by the Israeli Cabinet to lib-
eralize aviation policies will
mean good news for tourists,
but bad news for El Al
Airlines.
The Cabinet this week
unanimously approved an
"open skies" policy for
flights to and from Israel
that was proposed by
Transportation Minister
Yisrael Kessar.
The new policy, whose goal
is to increase tourism to
Israel, will cause the nation-
al carrier, El Al, to face in-
creased competition from
other airlines.
Under the new regula-
tions, to go into effect on
March 1, El Al's guaranteed
share of passenger traffic
will decrease from 50 per-
cent to 40 percent, with for-
eign carriers taking up the

remaining traffic.
Mr. Kessar said that as a
result of the new policy, El
Al would have to become
more efficient in order to
compete with the many
airlines that want to fly to
Israel.
The new regulations will
also permit greater flexibil-
ity for both scheduled flights
and charters to add flights
during increased travel sea-
sons and will reduce to 20
the minimum number of
passengers needed to estab-
lish a group fare.
The regulations were in-
tended to reduce travel costs
by increasing competition
among air carriers.
But El Al is expected to
call on the government to pay
an increased share for security-
related costs. 0
