PLO Office In U.S.
Needs Permission
Washington (JTA) — Adding
to the complications sur-
rounding the Israeli-
Palestinian declaration of
principles, the Clinton ad-
ministration has not yet
given permission for the
Palestine Liberation Organ-
ization to open its office
here.
After the Israelis and the
PLO signed their historic
agreement on Sept. 13, the
administration encouraged a
somewhat wary Congress to
lift certain restrictions on
U.S. dealings with the PLO.

many of whom were con-
cerned about longtime PLO

A top Arab American offi-
cial said he was concerned
by the delay.
"It is a failure on our (the
United States) part to honor
the spirit of what happened
Sept. 13," said James Zogby,
president of the Arab
American Institute. "It
should have been done mon-
ths ago."
Mr. Zogby said he was not
certain of the reason for the
delay.
The Palestinians had
previously maintained an of-
fice here, which the U.S.
government ordered closed
in 1987 because of U.S. con-
cerns about PLO connections
to terrorism.

to take the position as the
PLO's Washington repre-
sentative, but she recently
announced that she would
pursue human rights work
in the territories.

"Opening of a PLO office is
contingent on the presiden-
tial waiver."
A White House spokesman
said that the legislation had
reached the White House,
but that Mr. Clinton had yet
to act upon it.

Christians and Muslims
Saturday night in a candle-
lit procession through
downtown Rome calling for
peace in the former
Yugoslavia.
More than 3,000 people,
including the mayor of
Rome, Francesco Rutelli,
took part in the procession,
which wound its way from
the Capitoline Hill past the
main synagogue to the near-
by Church of St. Bar-
tholomew on an island in the
Tiber River.
Tullia Zevi, president of
the Union of Italian Jewish
Communities, spoke about
the three stars Jews wait to
see to ascertain the end of
Shabbat.
"I would call these stars
justice, freedom and love,"
she said.
"It is on these pillars that
peace is constructed. Re-
ligions can do much because
there is no peace without re-
ligious peace," she said, ad-
ding that peace "is also un-
fortunately killed in the
name of God."
Rabbi Abramo Piattelli
offered a prayer for peace
when the procession stopped
in front of the synagogue. ❑
