illiam Allen, a resident of
Northgate Apartments in
Royal Oak Township, was
scraping snow and ice off
his car when he heard a
neighbor across the street
scream, "Fire!"
Mr. Allen ran toward
the man, a father with a
small son, both caught
inside a flame-engulfed basement apartment.
After pulling them to safety, Mr. Allen and
an apartment manager raced through
the 12-unit Northgate building, pounding on
doors and alerting residents to the emergen-
cy.
"It was only a matter of minutes before the
whole place was on fire," Mr. Allen said. "It
started in the basement. Next thing you know,
flames were rising from the roof."
Northgate Apartments complex is home
to many Jewish families from the former
Soviet Union. After the fire, 10 such fami-
lies were forced to embark upon what one vic-
tim wryly referred to as a "second
immigration."
The blaze started at 10:30 a.m. Jan. 6. By
evening the next day, arson investigators had
