Sean Casper, a spokesman for the Council of Jewish Com- munities in Judea, Samaria and Gaza, said that while he be- lieves only a "handful" of set- tlers are ready to move, the phenomenon embarrasses the government, not the settler movement. "It's indicative of their fear, their isolation and their lack of faith in [Prime Minister Yitzhak] Rabin's promises to take care of their personal safe- ty," he said.
