and special mortgage terms pro-

there is no reasonable connec-
tion between service in the
army and the extra allowances.
During the last two years of
the Likud government, the ur-
gent need to improve municipal
services and social welfare in
Arab towns and villages was fi-
nally recognized. Just before the
change in government, the In-
terior Ministry adopted a poli-
cy of affirmative action (albeit,
on a rather small scale) by al-
locating special budgets to local
authorities.
Finally, at the behest of non-
profit organizations that advo-
cate on behalf of Arab citizens,
the government
has begun to rec-
ognize the urgent
need to improve
municipal ser-
vices and social
welfare in Arab
towns and vil-
lages. Budgets for
education in the
Arab sector have
e been increased
z substantially.
First moves have
been made to
§ grant allowances
f- to children of
Arab families.
As the peace
process hopefully
advances, a host of non-gov-
ernmental organizations with-
in Israel will intensify their
advocacy for equality for Israel's
Arab citizens. They will seek an
improved educational system,
municipal and social services
and employment opportunities.
They will try to create condi-
tions within Arab communities
that make possible the prospect
that Arab Israelis and Jews live
together with mutual respect
and* dignity.
With the possibility of peace,
Arab Israelis have the potential
to playa key role in building new
relationships with Palestinians
across the Green Line. The time
has come for this population, too
long relegated to second-class
status, to become full partici-
pants in the state. It is critical
for all people who care about the
future of Israel to promote efforts
for coexistence between Jewish
and Arab Israelis. ❑
