in which the parliament meets,
and a big plaza so citizens can
have a place to protest against
what the government is doing.
Jerusalem has these. So do
Washington and Moscow and
London and any respectable
capital.
There is no reason why, giv-
en rational decision-making,
one city cannot contain two of-
fice buildings, two halls and two
plazas.
Finally, Jerusalem needs a
city government to assure that
garbage is collected and the
lights turn on when you need
them. Things get sticky here be-
cause this involves police regu-
lation, water sources, education
and other matters that can
cause legitimate differences.
But since Jews comprise 70 per-
cent of the population in
Jerusalem — and this majority
will not be outvoted — we will
continue to see a united city
with some autonomy for the mi-
nority population.
I expect to be in Jerusalem
again in a few months. There's
a pothole I want to check out.
All politics being local politics,
the condition of potholes is a
better indication of how Mr.
Olmert is doing as mayor than
are all the irrational arguments
and foolish differences that blur
our vision of the true
Jerusalem. ❑

Rabin Affirms
Peace Pursuit
Jerusalem (JTA) — Prime
Minister Yitzhak Rabin this
week told an international
group of Jewish legislators
that he would not be de-
terred from his pursuit of
peace, noting that there was
no alternative but to con-
tinue his initiatives.
"Israel has two options,"
he said. "To live in peace, or
to continue living with
threats of war, violence and
terror. Unfortunately, there
is no third option."
But "we would like to see
the defense line along the
Jordan River," he said, and
not on the old West Bank
borders.
Mr. Rabin made the
remarks in his office to a
group of some 30 Jewish
members of the parliaments
of more than 20 different
countries.
Mr. Rabin warned that he
anticipates a rise in the ter-
rorist activities of Hamas
and other groups. ❑
