Mr. Dick said a federal zone would complement his efforts in attracting manufacturing, light industrial, warehouse and in- ternational commerce to De- troit. The Atlas Project would also seek to develop a commu- nity bank and a technical and trade school. "We're looking to the Atlas Project to be a catalyst in creat- ing an environment that is con- ducive to business, especially small- and medium-sized firms like those which flourished dur- ing the early days of the auto- motive industry," said Mr. Dick, a native of Detroit. "A year ago, I was surprised to see all the empty buildings in Detroit, coupled with the demise of the surrounding communi- ties. Businesses which locate within a zone will have a tremendous advantage over companies outside the zone, as they will have access to capital for business expansion, tax and wage benefits and access to highly-skilled workers." ❑
