tional leaders should not resort
to a summit unless they have
strong grounds to believe that
it will end in a broad measure
of agreement. In this case, the
prime minister wittingly vio-
lated that rule.
In a radio interview, he con-
fessed that after receiving re-
ports from his two ministers on
their separate sessions with the
PLO chief, he knew that a wide
gap still existed between the
sides and that the Cairo meet-
ing might well end inconclu-
sively. Of course, all of Israel
might have guessed that just by
the expressions on people's
faces.
Interviewed on TV after see-
ing Mr. Arafat in Spain, three
days before the summit, Mr.
Peres looked so grim that he
raised alarms about his state of
health.
Meanwhile, the press was
rife with reports that the PLO
chief was giving out "distress
signals" and with ample rea-
son. The dissent spreading all
around him was highlighted by
the fact that high-profile aides
were leaving him in the lurch.
Miffed at being temporarily
shut out of the inner circle (one
of Mr. Arafat's classic maneu-
vers to keep his aides on their
toes), Mahmoud Abbas, the
chief PLO architect of the Oslo
agreement, refused to take
charge of the security talks in
Cairo (and was absent from Mr.
Arafat's entourage on Sunday).
Hanan Ashrawi resigned as
spokeswoman of the Palestin-
ian delegation and rejected an
appointment as the PLO's rep-
resentative in Washington. And
in the territories, several PLO
groups called to resume the
"armed struggle."
While oscillating on whether
the Dec. 13 deadline was "sa-
cred," Mr. Arafat and his fol-
lowers were convinced that
although the Gaza-Jericho
agreement would probably not
be signed by then, Israel would
make some move that day, per-
haps evacuating a stronghold
or releasing a group of prison-
ers. Mr. Peres also reportedly
favored making a gesture on
Monday, if only to help stanch
Mr. Arafat's hemorrhaging sup-
port. He is, after all, the only
glue that binds the PLO.
But Mr. Rabin chose the op-
posite tack. Rather than ease
the pressure on his opponent,
he turned it up — and then
gave him 10 days to ponder the
fact that he means business
about not budging on anything
that even smacks of a security
connection.
Brinkmanship is an effective
strategy, but it has its limita-
tions. lithe two men don't reach
common ground when they re-
convene, they may find that
they've exhausted their options.
