Jerusalem (JTA) — A re-
gional group of health-care
professionals and policy-
makers is trying to bridge
political differences to im-
prove hospital care in the
Middle East.
Palestinians and Egyp-
tians joined Israelis at an
international conference last
week under the auspices of
the Alumni Association of
Harvard University's In-
stitute for Social and Econ-
omic Policy in the Middle
East.
Meeting in Jerusalem, 300
professionals heard experts
from the United States and
Europe discuss the system of
Total Quality Management,
which emphasizes a cost-
efficient way to provide
high-quality services.
Palestinians- looked to the
conference "as a basis for
work in developing their
own hospital system in the
territories, - according to or-
ganizers.
The organizers also said

ference had been expressed
by professionals from Tunis,
Morocco and Jordan, but
their plans to come ap-
parently were dropped.
Still, the conference was
unique because it was
planned with the full coop-
eration between Palestin-
ians and Israelis, said Jack
Habib, director of the
American Jewish Joint
Distribution Committee in
Israel, which coordinated
the conference.
"There are few examples
of Israelis and Palestinians
xvorking together around a
common endeavor, - said Mr.
Habib, who is also head of
the Brookdale Institute, an
international research center
for gerontology.
But he noted that the
spirit of the conference was
"a very positive one and
said there are plans for
follow-up conferences and
further cooperation.
In New York, Ambassador
Milton Wolf, the president of'
the JDC, has been meeting
with both American and
Israeli officials to explore a
possible future JDC role in
social and health care pro-
grams in the Middle East. I I
