T
he stone houses with their
wrought iron gates and
tile roofs face the walls of
the Old City. There are
plants and bright red gerani-
ums all around, and a serene
outdoor plaza nearby.
On a sunny afternoon in
Jerusalem, the Yemin Moshe
quarter has a special beauty.
Even in a city known for its spe-
cial quarters, this one stands
out.
With a lofty location across
from the Old City, it is an area
of stone pathways, lush foliage,
and houses that seem snugly

seeing the ghetto conditions of
Jews in the Old City, decided to
build for them a new residen-
tial area just outside the walls.
To encourage them to move to
the new area, he even provided
a windmill for the grinding of
flour.
No longer used for that pur-
pose, the Montefiore Windmill
is now a museum dedicated to
the philanthropist who created
one of the first residential areas
outside the Old City.

In Yemin Moshe, an art gallery Is open to visitors.
perched on the hillsides. It's also
an area with its own distinctive
history of evolution and change.
Setting out to explore the
area, I started at its most fa-
mous landmark, the Montefiore
Windmill, across from Mount
Zion, and facing the Old City
ramparts. Tall and sturdy, it is
named for the British philan-
thropist, Sir Moses Montefiore
who, after visiting Palestine and
Orleans philanthropist Judah
Touro.
Leaving the site of the wind-
mill, the highest point, I start-
ed walking downward. Beauti-
ful stone houses surrounded by
plants were on both sides as I
descended the stone pathway.
Soon I came to a plaque. "Ha-
gannah defence position during
1936-1939 riots," it read, "One
of the three positions built by
