"The last time I was in Jerusalem, I was in jail. That was in 1967-68," said Mr. Rah- man, the deputy director of the Shuman Foundation, a non- profit organization that spon- sors cultural events in Jordan. This time, Mr. Rahman was in Jerusalem to meet other Palestinian businesspeople from Europe, the Gulf states, Jordan and the United States. The two-day workshop was ini- tiated by Faisal Husseini and organized by Orient House, headquarters for Palestinian delegates to the peace talks. "This is only a workshop to prepare for the large conference planned for April 1994," said Kamel Husseini, an Orient House staffer who is preparing for the conference. Mr. Husseini says the idea of the workshop and the confer- ence which will follow is to ap- prise Palestinian business people abroad of investment op- portunities in the self-rule ar- eas. "We want to appeal to their national sentiment and attract them to invest their money here," Mr. Husseini said. The workshop was not pub- licized because businesspeople from the Gulf states and Jordan wanted to keep a low profile, since their governments might question their loyalty and cause them problems which could jeopardize their business inter- ests, one of the organizers ex- plained. "Our governments may ask us why we are interested in in- vesting here while we are citi- zens of their countries. This could cause us problems and harm our businesses," said a businessman from the Gulf who asked not to be identified. He said that for most Arab states, coming to Jerusalem and look- ing at investment possibilities in the territories is still a sensi- tive issue. Businesspeople from Jordan said the Jordanians are worried that wealthy Palestinians who live there may invest their mon- ey in the new Palestinian enti- ty rather than in Jordan. At the workshop, held at the Seven Arches Hotel in eastern Jerusalem, Palestinian busi- nesspeople from abroad met with local businesspeople who explained the investment envi- ronment and future prospects. "We are attending this work- shop to look at investment pos- sibilities. There still are lots of questions to be answered before we are ready to invest," said the
