pension funds, the national
health insurance law and the
social pact — an overall agree-
ment for industrial peace and
workers' rights between the
Histadrut, government and
manufacturers.
Sources close to Haberfeld
point out that he is practicing
responsibility, not wanting to
plunge the economy into chaos
now when the government
needs stability to proceed with
the peace process. Mr. Haber-
feld responds to criticism by
saying-. 'The important thing is
not what one says, but what one
does." He adds that if the sanc-
tions taken by government cor-
poration workers do not
convince the government to
open talks on its recovery pro-
gram, then a painful strike will
break out.
The unions want the His-
tadrut to take the lead, now.
`The Histadrut has tremen-
dous power which it has re-
frained from using," Herut's
Greenstein says. "Well, the
time has come, and if Haberfeld
hesitates to make a move now,
then we will make it for him."
"The workers had great ex-
pectations for help from the
Histadrut, but so far, these
have been dashed. The gov-
ernment is depriving workers
of their rights step by step. It
refuses to ensure the pension
funds; it allows employers to
pay workers below minimum
wage. And now, personal con-
tracts are penetrating every-
where, infecting and ruining
work places from within. Soon
every employer will do what-
ever he feels like and it will be
every worker for himself, with
zero rights and zero power.
"Look at what it has done to
the newspapers. At first the
journalists thought personal
contracts would be good, only
to realize, too late, that they get
worse pay and worse work con-
ditions, and have lost their pow-
er to organize."
Union leaders like Mr.
Greenstein, Michel Sarousi of
the Airport Authority Union
and Shlomo Avitan of the Sea-
men's Union, believe that the
threat of cheap labor from the
territories is all too real. They
realize that sweatshops in
Gaza, for example, would be a
fatal blow to the Histadrut and
its power to protect workers.
"Our ministers talk of a free
market and the employers are
looking for cheap labor. This is
supposed to be good for the
economy. But a modern, demo-
cratic state protects its work-
ers' rights instead of trampling
them. ❑
