There were 7,860 housing
starts in the private sector, a
28 percent jump from the pre-
vious quarter, while public
housing remained static at
1,080 starts.
The impact of the closure on
housing completions was more
moderate, as completions in-
creased only 6 percent in the
third quarter.
Despite the rise, housing con-
struction continued to shrink.
The 10,120 units completed last
quarter constituted less than
half the units completed in the
same period last year.
By contrast, private housing
completions expanded 14 per-
cent from the previous quarter
and stood at 5,680 units, or 3.3
percent higher than last year.

Manive Strikes
Expected In Israel

More than 100,000 workers in
some 30 government corpora-
tions and affiliated companies
will launch a general strike this
week, with the rest of the coun-
try's plants and work sectors
planning to join in the next
week. Moreover, any number
of corporations, plants and oth-
er work places may impose
sanctions and disrupt work
even earlier. This decision was
made by the labor unions after
a three-hour meeting with His-
tadrut Secretary-General Hahn
Haberfeld. Altogether, the
strike will encompass some 1.7
million workers and will par-
alyze the economy.
The union leaders of the gov-
ernment corporations, backed
by the Histadrut, declared a la-
bor dispute as a prelude to a
strike after the government re-
fused to negotiate with them
over its privatization policy.
The cooling-off period for
these corporations, which in-
clude El Al, Bezek, Israel
Broadcasting Authority, Air-
craft Industries, Israel Indus-
tries-TAAS, Israel Chemicals,
the Oil Refineries, the Dead
Sea Works, Rafael, Israel Ports
and Railways Authority, the
Airports Authority, and others,
expires next week.
The remaining large trade
unions and workers commit-
tees called a labor stoppage last
week, after reaching an im-
passe with the government
over its refusal to negotiate new
wage agreements. ❑
