Judge Orders
Extradition
Tel Aviv (JTA) — Israeli
Justice Minister David Libai
has signed an order for the
extradition of Rochelle
Manning, an American-born
immigrant, to face murder
charges in the United
States.
Ms. Manning, whose
previous California trial
resulted in a hung jury, is to
be tried again in connection
with the 1980 mailing of
parcel bomb that killed the
woman who opened the
package.
Rochelle Manning's hus-
band, Robert, was
extradited, tried and con-
victed on Oct. 14.
For years, the Mannings,
residents of Kiryat Arba,
fought a U.S. extradition re-
quest for them to stand trial
for the murder of Patricia
Wilkerson, a secretary at a
computer firm who was

killed while opening the
booby-trapped parcel ad-
dressed to her employer.
The parcel, which had
been labeled a "new inven-
tion," and an accompanying
letter of instructions re-
portedly bore the couple's
fingerprints.
Judge Libai's order follows
a ruling last Aug. 16 by the
Israeli Supreme Court that
Rochelle Manning should be
extradited. The justice min-
ister had delayed signing the
order until he received a re-
sponse from the U.S. Justice
Department that she would
be retried.
The Israeli Justice Min-
istry said the U.S. Justice
Department promised it
would not request the death
penalty if Rochelle Manning
is convicted.
The Justice Department
said she would not be ex-
ecuted even if the court im-
posed a death sentence,
Judge Libai's office said.
The Mannings, who had
been followers of the late
Rabbi Meir Kahane, im-
migrated to Israel in 1973.
They returned to the
United States on several oc-
casions. It was during one of
these visits that Rochelle
Manning, traveling without
her husband, was arrested at
the Los Angeles airport and
tried, unsuccessfully, in
connection with Ms. Wilker-
son's murder. ❑
