dependent, said the elections
marked a move away from par-
tisanship in Israeli local poli-
tics.
"I think people realize know
that they have to choose the
candidate who offers the best
service, without any reference
to his party," he said.
The Likud demonstrated its
power in mayoral races in the
multitude of small, outlying
towns. But in contests for city
council, which were voted on
separately from the mayor's bal-
lot, the Likud lists, on the
whole, suffered big losses com-
pared to their showing during
the last local election in 1989.
So in all, Mr. Rabin needn't
have felt so rejected, or so wor-
ried that the peace process
might have been damaged. This
was no victory for the Likud,
and every sign indicates that
voters decided, as Prosper
Azran suggested, on the basis
of individual appeal and local
issues, not on anything having
to do with Gaza, Jericho or the
PLO.
There was one outcome of the
elections, however, that should
worry everyone. Four mayors
who face trial on corruption
charges decided to run again
anyway. Three of them — Eli
Landau (Independent) of Her-
zliya, Meir Nitzan (Labor) of
Rishon Lezion and Giora Lev
(Likud) of Petah Tikva — were
re-elected. The fourth, Reuven
Binar (Independent) of Tirat
Hacarmel, made it to the
runoffs, falling short of the 40
percent needed to win outright,
but still outpolling every other
candidate in town. ❑
