Yitzhak Rabin will discuss
the peace process at the
G.A.'s International Plenary
on Nov. 18.
Other G.A. sessions will
provide updates and analy-
ses of the peace process and
will also examine the role of
recent events in the Middle
East on Israel-Diaspora rela-
tions.
The theme of this year's
G.A. is "Jewish Community
Through Diversity: Building
Global, Continental and
Local Jewish Communities
for a New Era."
The multicultural and bil-
ingual atmosphere of Mon-
treal is perfectly suited to
this theme, according to Carl
Sheingold, CJF executive
vice president and the G.A.'s
program director.
Mr. Sheingold feels that
the vibrant nature of Mon-
treal's Jewish life will serve
as an example of how diver-
sity can enrich a community.
Another emphasis of the
G.A. will be on the need for
change.
Under the rubric of "New
Thinking and New Agen-
das," change will be ex-

plored in three areas of
critical importance to fed-
erations: Jewish continuity
in the face of intermarriage,
Israel-Diaspora relations
and financial resource de-
velopment.
Caryn Rosen Adelman of
Chicago and George
Wasserstein of Toronto are
co-chairs of the G.A. Pro-
gram Committee.
As a result of their efforts,
the G.A. will offer a wide
range of plenaries, forums,
workshops and Jewish study
sessions that will cover
issues of concern to the Jew-
ish community.
Speakers will include
Rabbi Shlomo Riskin,
formerly of New York and
now living in Israel, who
will deliver the keynote ad-
dress at the Nov. 17 opening
plenary.
Maynard Wishner of
Chicago and CJF Executive
Vice President Martin
Kraar will address the Nov.
18 morning plenary, which
will deal with the topic of
change and the Federations.
Mr. Wishner's nomination
to succeed Charles Goodman
as CJF president will be
voted on at the G.A. by the
Board of Delegates, the
CJF's principal decision-
making body.

Washington (JTA) — In a
city long known for its large
population of foreign diplo-
mats, and for the equally
large number of perks they
enjoy, Congress has sent a
startlingly different mes-
sage to the embassies here:
Pay up.
The District of Columbia
can enforce its parking
regulations because of a new
federal law that says if dip-
lomats don't pay their park-
ing tickets, their countries
will lose part of their U.S.
foreign aid.
Israel became the first
nation to even its account
when it issued a check for
$62,870 this week to cover
its diplomats' parking
tickets.
U.S. aid to Israel is about
$3 billion a year.
A list released by Congress
reportedly shows that
Russia owes the most in
parking tickets: $3.8 mill-
ion. ❑
