Mr. Peres explained that
he believed the PLO had
little influence on Mr.
Arad's captors.
The plan for a massive
release of Palestinian
prisoners was sharply
criticized this week by the
Likud Knesset faction.
The Likud claimed that
the release of security
prisoners was an
"irresponsible act which en-
dangers the personal securi-
ty of Israel's citizens."
According to the Likud, no
prisoners should be released
before the agreement with
the Palestinians was given
more time to be tested:
But Ahmed Tibi, an Israeli
Arab who is an adviser to
Mr. Arafat, said it was time
to forget the horrors of the
past and to work together for
a better future.
"I understand the sen-
sitivity of the public in
Israel," said Mr. Tibi, "but a
new leaf has been turned.
There are emotions both
among the Israelis and the
Palestinians, but I believe
that it is time to consider the
emotions as little as possible
and to think as reasonably
and coolly as possible for the
benefit of both peoples."

France Gives
To Palestinians

Paris (JTA) — France is giv-
ing 6 million francs (slightly
more than $1 million) to Pa-
lestinian institutions in the
West Bank and Gaza Strip
as a gesture of support for
the accord signed last month
by Israel and the Palestine
Liberation Organization.
Lucette Michaux-Chevry,
the French junior minister
in charge of humanitarian
actions and human rights at
the Foreign Ministry, an-
nounced that part of that
sum will be devoted to pro-
viding emergency help for
Palestinian public health.
Among the beneficiaries
will be the Palestine Red
Crescent in Gaza, the ma-
ternity ward at Bethlehem
Hospital and a hospital in
eastern Jerusalem.
The money will enable
those institutions to buy
medicines and equipment
needed by the injured and
handicapped.
Money will also be given to
the organization Care in
Ramallah and to a nursery
in Hebron.
Another part of the French
gift will go to four Catholic
schools in the West Bank
that have been deemed
"particularly deprived."
