Labor Knesset member Ya'acov Shefi, a leader of the IAI union, found support from at least three other party colleagues Sunday in demanding that the Finance Ministry negotiate a solu- tion with the IAI workers before it introduces the state budget in the Knesset. The threat — implied rather than expressed — is that Mr. Shefi and his sup- porters might withhold their support in the budget vote. In Israeli constitutional practice, the budget vote is tantamount to a vote of con- fidence in the government. Labor floor managers in the Knesset are currently attempting to get the budget vote postponed. But a postponement would hardly provide a long-term solution to Mr. Rabin's parliamen- tary problems. The committee, which met Sunday, failed to reach an agreement on the candidates for the four available posi- tions, including court presi- dent. The next meeting of the committee is to be held Nov. 12. Although the committee's proceedings are confidential, the media had reported that consensus had been reached to appoint State Attorney Dorit Beinish for the senior judicial post. That post is be- ing vacated by Justice Menahem Elon, who is stepping down on Nov. 24. The expected naming of Beinish was put off after no agreement was reached on the other three candidates for justice. The committee decided to postpone its deci- sion in order to allow its members to decide on all four candidates. The candidates include Dalia Dorner and Zvi Tal, both judges in Jerusalem. 0 1 .
