The Senate version of the
bill, however, scaled back
the public funding provision,
to the chagrin of Jewish
groups.
The Senate bill is "deeply
flawed," in part because of
its limits on public financ-
ing, said Mr. Chanes of
NJCRAC.
In a statement, NJCRAC
affirmed its support of cam-
paign finance reform, but
denounced the Senate bill
because of its treatment of
public funding.
David Cohen, co-director of
the Advocacy Institute,
which teaches public inter-
est groups about the U.S. po-
litical system, sees public fi-
nancing as a way to balance
the campaign system by
providing candidates with
an alternative to PAC con-
tributions.
Such an alternative
lessens the sometimes
overbearing impact of PAC
contributions, said Mr.
Cohen, a strong supporter of
campaign finance reform.
The worry among political
observers in Washington is
that, because it involves so
many controversial issues,
the final campaign reform
legislation could become
watered-down and offer little
change.
Rabbi Saperstein said that
any change benefiting
government will benefit
Jewish groups. ❑
