Complying with a federal mandate is the source of
a bitter battle among candidates.

he hot issue among can-
didates for Birmingham
City Commission is
sewage.
Candidates have been talk-
ing about a federal mandate to
stop dumping untreated
sewage in the Rouge River dur-
ing heavy rainfalls. The issue
has candidates sitting firmly on
both sides of the political fence.
Incumbents Robert Delaura,
Henry Forster, Randolph Judd

will serve a two-year term.
Commissioners Dante J.
Lanzetta Jr. and Rex A. Mar-
tin are not up for reelection un-
til 1995.
Sewer separation advocates
say their plan will cause less en-
vironmental damage and low-
er operating costs. Retention
basin backers say abandoning
the project could prevent Birm-
ingham from receiving govern-
ment funding.

and Eleanor Siewert all favor
building a retention basin, an
underground tank that holds
combined sewage during
storms and releases it slowly
into the sewers so it does not
overflow into the river. Candi-
date Mike Wooley also favors
the retention basin.
Candidates Archie Damman
III and Particia Varcalli said
they prefer a system of sewer
separation, in which one sewer
systems carries sanitary sewage
to a treatment plant while an-
other system carries storm wa-
ter directly to the river.
Also joining in the race are
William Artzberger, George
Lyon and Edward Dixon, who
all favor sewer separation.
Suzanne White's name will be
on the ballot, but she said she
is no longer campaigning.
Candidates are competing for
five commission seats. The top
three vote getters will serve a
four-year term. Those receiv-
ing the next two highest votes

Maintaining the viability of
Birmingham's downtown shop-
ping district was also an im-
portant issue among
candidates. The city has creat-
ed a principal shopping district
board to ensure a vibrant shop-
ping district and formulate a
comprehensive leasing plan for
Birmingham.
"If it is done correctly, the
principal shopping district gives
us an opportunity to make
Birmingham an attractive place
to work and play," Mr. Dam-
man said.
Ms. Hoff said it is important
to maintain the vitality of the
shopping district because it af-
fects property value in Birm-
ingham.
Other issues are communi-
cations and an uncertainty
about state funding. ❑

Degenerative arthritis of the spine is one of the most common disor-
