Archer proposed installing met-
al detectors in middle and high
schools. In addition, he would
order the Detroit Police
Department to intensify its ef-
forts in monitoring bus routes.
Police officers would routinely
be assigned high school beats.
Ms. McPhail would reorga-
nize the police department so
that most of the 3,900 officers
would be deployed in the neigh-
borhoods. A security plan, de-
signed by the police
commander, would be imple-
mented for each school district.
Ms. McPhail would utilize po-
lice reserves to walk children to

"The people who live in
Detroit have to accept respon-
sibility for making Detroit the
comeback city of the '90s," Ms.
McPhail said. "We understand
that the cavalry, in the form of
the federal or state government,
is not coming to rescue us.

from volunteering to help tu-
tor in our study houses, work-
ing with community-based
organizations to revitalize their
neighborhoods, expanding their
businesses and hiring
Detroiters, and sharing their
ideas, hopes and dreams for
Detroit with me."
Mr. Archer stressed that jobs
and economic development
through joint ventures between
the city and the suburbs will
stimulate Detroit's resurgence.
He suggested a merger of the D-
DOT and SMART transporta-
tion systems to create a regional
system.
'We are not going to rely on
heroic projects," Mr. Archer
said. "We will be working on in-
cremental successes. The en-
tire region should be willing to
celebrate those successes and
help us turn our image around."
Both candidates said they do
not choose to use the word
"hopeless" to describe any as-
pect of Detroit.
"If there is any group of peo-
ple who never gives up hope, it
is the African-American and
Jewish communities," Ms.
McPhail said. "Our entire his-
tory as a people has been one of
constantly facing the challenge
of survival.
"Like most Jews, I do not be-
lieve in hopelessness and I have
great faith that God will show
us the direction we need to fol-
low to renew this city," Ms.
McPhail said.
Mr. Archer said that though
Detroit has limited resources,
"we must look at everything
with fresh eyes."
"Abandoned buildings should
be either refurbished or torn
down and the sites cleaned up
and landscaped," Mr. Archer
said. "We must build on what
we have, clean up our streets
and arteries, prioritize our pro-
jects and build on our success-
es. No area of our city should
be regarded as hopeless." ❑
