The CCAR changed its ethics code "not only be- cause of what happened with Kirschner, but it was also the notoriety of what tran- spired in San Diego," said Rabbi Sher. "It just seemed that the San Diego (case) seemed to say to the rabbinate that we have these issues we have to deal with and (let's) take a closer look at them." An Arab American Named In Indictment Jerusalem (JTA) — An Arab American citizen arrested here in January has been named in an indictment as the world commander of the military arm of the Islamic fundamentalist Hamas movement. Mohammed Salah had been detained briefly by Israeli authorities in February on charges of distributing money to Hamas activists in the ter- ritories. According to the charges, the money was to go to the purchase of weapons and the strengthening of the ter- rorist organization in the wake of the deportation to southern Lebanon last December of 415 of its leaders. But, according to reports here, a recently revised in- dictment submitted to the military court in Ramallah now names Mr. Salah as Hamas' military com- mander. Mr. Salah allegedly organized training sessions in the United States for young Hamas activists. The sessions included classes on Israeli intelligence, the fun- damentals of Islam and the art of making explosives. Mr. Salah, who goes by the name of Abu Ahmed, is charged with establishing the military infrastructure of Hamas during his first visit here in 1987. The indictment also claims that Mr. Salah was respon- sible for helping plan an assassination plot against Sari Nusseibeh, a Palestin- ian philosopher and key supporter of the peace pro- cess. The plot was never carried out.
