Despite side agreements added to NAFTA aimed at pro- tecting labor and ensuring high environmental standards, op- ponents say manufacturing jobs will be lost to those work- ers in Mexico, who work for a fraction of an average Ameri- can wage. And they worry about Mexico's shabby envi- ronmental conditions. The administration's plan to retrain workers who lose jobs because of any further migra- tion to Mexico is not enough to satisfy Michigan's congres- sional delegation. The bottom line, according to union officials and those like House Majority Whip David Bonior, means job losses in Michigan. Consider these statistics from the U.S. Department of Labor: * Current U.S. tariffs on Mexican goods average 4 per- cent, while Mexican tariffs av- erage 10 percent. * The U.S. has a trade sur- plus with Mexico. Shipments to Mexico grew from $12.4 bil- lion in 1986 to $40.6 billion in 1992. The Labor Department estimates that this has creat- ed 700,000 import-export jobs in the U.S. Consider these facts as stat- ed by those opposing NAFTA: * Already, 70 U.S. auto plants have moved to Mexico, meaning estimated thousands of job losses. Scitex has received some $20 million in new orders from its participation in this month's IPEX trade show in Birming- ham, England, said a compa- ny executive. During the show, Scitex in- troduced about 20 new prod- ucts and technologies used in its computerized electronic pre- press products. The executive did not think this would be sufficient to push Scitex's third quarter sales higher than forecasted.
