women have a real need of sup-
port. Jewish renewal move-
ments in the former Soviets
largely concentrate on men and
in bigger cities. These women
are being ignored."
I'd never thought of this be-
fore, but it's true. Those happy
news stories of Jewish renew-
al all focus on Lubavitch efforts
to circumcise and educate a new
generation of Jewish men. But
from such works as Francine Du
Plessix Gray's 1990 study, So-
viet Women, it's clear that such
a tradition-based Judaism is not
a natural match for weary for-
mer Soviet feminists, who have
lived three or more generations
without traditional marriages
or families.
Jewish women in the ex-So-
viet Union have been over-
looked, even by their activist
sisters here in the U.S. Aha!
This raises several compelling
questions: What might Judaism
mean to women who have lived
without personal freedom?
What metaphors of political and
spiritual liberation does it offer?
Do American Jewish women
who have fought our own bat-
tles for education and inclusion
have an international message
to teach?

We don't know yet. Certain-
ly the very idea of a "Jewish
family" will be a novel concept
in the smaller towns, where in-
termarriage was the norm, not
the exception. There's much for
Western women to learn.
"These women need the en-
ergy of American and Israeli
Jewish women," Ms. Gratch
said. "Soviet women seem al-
most depressed to me. They
don't know about themselves as
Jews. They're unaware of their
history. They don't know what
Israel means. And they don't
understand the pluralism pos-
sible within Jewish life."
Ms. Gratch says Jewish edu-
cation could provide crucial sup-
port for women now living
through drastic social change.
As we were speaking, Mr.
Yeltsin was holding firm. That
was good and that was reas-
suring.
"The women I know in Kiev
are not ready to leave for Israel,"
Ms. Gratch continued. "But if
they're going to successfully es-
tablish a Jewish identity, it's
easier if it happens in familiar
surroundings. If they start the
process at home, not under the
duress of relocation."
She made perfect sense. 111

Israel Establishes
Diplomatic Ties

United Nations (JTA) —
Israel is once again using
the occasion of this year's
General Assembly session to
reap a number of diplomatic
benefits.
In the past week, it has es-
tablished diplomatic rela-
tions here with a number of
countries, including Cam-
bodia, Burkina Faso, Gabon
and Mauritius.
But the diplomatic gains
appear to pale by com-
parison with those of the last
winter, when Israel forged
ties with China and India.
Now that Israel has
broken the diplomatic co-
coon that encased it for
much of its statehood, the
only major outstanding
challenge is establishing re-
lations with the Arab world.
On that score, several
nations in northern Africa
and along the Persian Gulf
have expressed interest in
relations, but none of them
appears to be ready to take
the diplomatic plunge.
Morocco's King Hassan II
met with Israeli leaders in
Rabat last month, but so far

Egypt remains the only
Arab nation to establish ties
with the Jewish state.
But representatives of
Morocco and the Persian
Gulf state of Qatar did at-
tend a reception sponsored
by the Israeli Mission here.
The recognition
agreements concluded here
at the United Nations were
each signed by Israeli For-
eign Minister Shimon Peres,
who was here to address the
General Assembly
He met last week with
Foreign Minister Ahmud
Swalay Kasenally of the
African island republic of
Mauritius and with Foreign
Minister Pascaline Mserri
Bongo of the African repub-
lic of Gabon.
During the brief signing
ceremonies, the foreign min-
isters discussed receiving
assistance from Israel in the
fields of agriculture and
economic development.
Diplomatic relations bet-
ween Israel and the two
countries were suspended
following the 1973 Yom
Kippur War ❑
