and commitment."
His "strong Jewish ethics of
service were entirely connect-
ed with the politics of my for-
mative years," he said. "It has
been important in terms of
framing the way I view social
service."
His job as secretary of labor
is one he views as a public ser-
vice. But it is a service that de-
mands hard work, he added.
President Bill Clinton nom-
inated Mr. Reich, a fellow
Rhodes Scholar and Yale Law
School graduate, as labor sec-
retary on Dec. 11.
At the time a faculty mem-
ber of Harvard's John F.
Kennedy School of Govern-
ment, Mr. Reich was the pres-
ident's first choice for the job.
He had written seven books
and about 200 articles on the
American economy and the
emerging global economy.
In his most recent book,
The Work of Nations, Mr. Re-
ich examined the challenges
the American labor force faces
in a global economy and calls
for a national strategy to up-
grade the country's human re-
sources.
Mr. Reich helped President
Clinton define his economic
plan, dubbed "Putting People
First," which proposed a com-
prehensive response to the
challenges of a "new American
economy."
During his speech on Sun-
day, Mr. Reich spoke about the
plan, which includes tax in-
centives for capital invest-
ments, repairing the country's
deteriorating infrastructure
and a national commitment to
investing in the workforce.
To invest in the workforce,
Mr. Reich warned, America
must brace itself for a global
economy.
"The future standard of liv-
ing in America depends on our
ability to add value to the in-
creasing global economy," he
said. "If we put a wall all
around the United States and
simply watch the progress of
technology, the unskilled, the
uneducated will still go down."
He explained his philosophy
in a parable about a frog
named Clarence.
"If you take a frog and put
it into hot boiling water, it will
leap out," he said. "But when
you put a frog in lukewarm
water and turn up the heat
gradually, it may not know
that the water is being
brought to a boil. It may not
know what it is like to leap.
"I hope we don't have to
wait until the world comes to
a boil to find out what poor
Clarence did," he said. C
