Budget Deficit
A Concern

he level of the budget
deficit in Israel is a
matter of concern, as is
the government's pre-
dominant role in the econo-
my, visiting U.S. Treasury
Undersecretary Lawrence
Summers said.
Mr. Summers is a member
of the U.S. delegation to the
Joint Economic Development
Group meeting now in
Jerusalem to review thep-
rogress of economic reforms,
including labor and capital
market reforms, as well as
the country's fiscal and mon-
etary policies.
The delegation also said
there is room for progress in
opening trade. It criticized
the government for delay-
ing the timetable in open-
ingthe market to textile
imports.
Mr. Summers explained
that structural economic
reforms are crucial to
achieve the flexibility needed
to meet the challenges of
immigration and peace.
The delegation refused to
address the issue of whether
U.S. aid would stop in the
foreseeable future. Mass-
achusetts Institute of Tech-
nology economics professor
Stanley Fisher noted the
sharp contrast between the
economic situation nine
years ago, when the group
was established, and now.
In 1984, he said, the focus
was on stabilizing the
economy, which was politi-
cally easier to do than imple-
menting structural reforms,
since the results were
relatively immediate.
However, although political-
ly more challenging, he said
the structural reforms must
be implemented to attract
foreign direct investment. ❑
